  2. § 31.9b
    Consumption of a held place. Retention of a booking, a seat or a ticket that another party would gladly have used.
  3. § 31.9c
    Pattern established. Commission of the same withdrawal on four consecutive arrangements.

It is therefore ordered that the Respondent attend, or cancel with at least twenty-four (24) hours’ notice, effective immediately. You are advised that continued conduct of this nature will be escalated.

Compliance will be monitored. There is no appeals process, and there is no one to appeal to.
