    Parallel commencement. Opening a second project while the first stands incomplete.
  3. § 25.2c
    The final ten percent. Declining, indefinitely, to complete the trim, the seal or the last coat.

It is therefore ordered that the Respondent finish one project completely before beginning another, effective immediately. You are advised that continued conduct of this nature will be escalated.

Compliance will be monitored. There is no appeals process, and there is no one to appeal to.
