You are hereby notified that the above-named Respondent has been found, upon evidence gathered over a period of considerable patience, to be in breach of the following provisions:

    Unsolicited provision. Supplying a soundtrack to people who did not request one.
  2. § 15.4b
    Selection without consultation. Choosing the material on behalf of everybody present.
  3. § 15.4c
    Tinny reproduction. Delivering it through a speaker incapable of reproducing any of it well.

It is therefore ordered that the Respondent use headphones in every public space, without exception, effective immediately. You are advised that continued conduct of this nature will be escalated.

Compliance will be monitored. There is no appeals process, and there is no one to appeal to.
