    Velocity. Deploying at a speed that transfers a drink from a tray to a lap.
  3. § 11.1c
    Mealtime persistence. Remaining reclined throughout the period in which food is served.

It is therefore ordered that the Respondent recline no further than halfway, and not during meals, effective immediately. You are advised that continued conduct of this nature will be escalated.
