    Volume. Producing tags at a rate exceeding any plausible relevance.
  3. § 22.4c
    The bulk tag. Attaching eleven people to one item so that none of them is the point.

It is therefore ordered that the Respondent tag somebody only when the content concerns them, effective immediately. You are advised that continued conduct of this nature will be escalated.
